Consultant Alex Whitaker described Dyan's Circle as a low-gradient area where open-channel ditches are clogged and culverts are buried, producing recurring road flooding. The engineering team presented an underground storm-sewer concept that would reduce maintenance needs and provide hydraulic efficiency but acknowledged the high construction complexity and site constraints.
"This little drawing up here could cost upwards of about $3,000,000 to fully implement between construction, engineering, administration, and taxes," Alex Whitaker said, noting that the peninsula's access constraints and archaeological sensitivity could increase costs. Staff said the project remains conceptual; the study will rank proposed capital projects and present recommended sequences for county council consideration.
