The Comal County Commissioners Court voted to appoint three members to the Comal–Trinity Groundwater Conservation District board for terms effective Aug. 1, 2025, through July 31, 2029: Felicia James as the representative for the incorporated area of New Braunfels within Comal County, Ron Harris for Precinct 4, and David Evitz for Precinct 2.
Commissioner Hogg provided statutory context, saying the district was established after the passage of House Bill 2407 and noting the board is composed of seven appointed directors serving staggered four-year terms. "Before we continue, I would like to thank David Davenport and Rob Johnson for their past service on the Groundwater Conservation District," he said, and moved (with amended wording for the James appointment) to approve the three nominees. Commissioners discussed statutory requirements that appointees be registered voters of Comal County and, when practicable, familiar with water use by industry, municipalities, agriculture and private wells. The court approved the appointments.
