Resident Aaron Barker told the council he has lived in Concord Village since 2017 and described persistent backyard flooding near the beehive drain. Barker said he recorded and submitted video of a July 17 storm showing surface turbulence caused by water being forced "up and out of the drain, not into it," and argued that landscaping choices alone do not explain the flooding.
