Ann Marie Cywinski, Tisbury Principal Assessor, told FinCom that software upgrades are driving a 20% budget increase, primarily in the Data Processing line #5302. She said the town uses Vision, RRC, and OpenGov software; OpenGov permits would import automatically to Vision to generate New Growth statistics and support five‑ and ten‑year cyclical assessments for about 3,500 properties.
Cywinski described a request for $29,000 to purchase and install Field Recording/Data Cloud hardware and software and an additional ongoing $5,400 annual fee for Data Cloud services so tablets in the field can import photos and sketches directly into Vision. She also proposed warrant articles to allow annual CPI increases to statutory exemptions that reduce real‑estate taxes for elderly, disabled veterans and surviving spouses, and explained clauses 22i and 22j regarding disabled veteran exemptions.
