The town attorney added that the repeal covers private roads where owners seek town ownership, new-road acceptance after development, and acceptance through local improvement districts.
Council members asked whether the repeal would create a timing gap between ordinance adoption and the later resolution with standards. The town attorney and manager said no imminent application is pending and that council will adopt the implementing resolution at the next meeting so standards will apply to future applications. The motion to adopt the ordinance was moved, seconded and approved; the clerk recorded six votes in favor.
