City Manager Abigail updated council on the adopted work plan goals and progress on critical projects. She said system development charge work and the Heights jurisdictional transfer were completed, but the development code update has slipped to the fall/early winter because staff have been reassigned to FEMA floodplain and other higher‑priority deadlines.
