Commissioners raised two policy items for future consideration: small‑scale balcony or apartment solar and an impending statewide (or jurisdictional) ban on nonfunctional turf that takes effect Jan. 1. One commissioner noted that many solar incentive programs "leave out apartment dwellers" and suggested the commission examine how small or balcony solar might be permitted and supported.
