Scott, the Dallas County sheriff presenting to the commission, described the existing jail video and access-control system as at the end of its useful life and recommended awarding a bid to Electronic Contracting Company for a revised proposal totaling $359,112.49, including a recommended 2–5 year care plan. He said the system would be Linux-based, reduce dependency on out-of-state vendors, and provide rapid remote response and on‑site backup within hours if required.
