Planning Board issues SEQR negative declaration and approves Dolan Solar site plan with conditions
With two members recused, the board closed the Dolan Solar public hearing, declared a negative SEQR determination, and approved the site plan subject to pre‑permit conditions including final SWPPP and site plans signed by a NYS P.E., SPDES coverage, National Grid interconnection, a decommissioning agreement and a $100,000 landscape maintenance surety.

Representatives for Dolan Solar updated the board on screening, stormwater and permitting. "We have extended the 2 rows of evergreen trees adjacent to Moses Creek Farm to meet the existing tree line," said Evan Callahan, noting supplemental planting and proposed tree topping to meet screening goals. The applicant acknowledged the SWPPP is incomplete and said it will be finalized; the applicant also said it has submitted for a DEC wetland permit and will supply required documentation after SEQR review.
