Ken told the board that on March 25 staff investigated severe pixelation on Reno channels and "discovered the problem was with Reno PBS head end equipment receiving over the air signal equipment and fiber connection." He said Humboldt County controls some head‑end equipment and that finger‑pointing between providers delayed resolution. Ken explained the district ordered a Nimbra buffering device to re‑align packets and reduce pixelation and that partner licenses had already been purchased to support deployment.
