Keizer City Council on Aug. 3 adopted an amendment adding an optional concierge rate for franchise solid-waste collection aimed at high-density housing where individual curb space is limited. City Manager Brown said the new service would allow haulers to walk in or drive into developments to collect carts and cover the added labor.
