Commissioners ask staff to model rollback and millage scenarios; second-draft workshop set for Aug. 19

A commissioner asked staff to show how revenues and surpluses would change under the rollback rate and to run multiple millage scenarios for the general fund, unincorporated MSTU, library and all-hazards funds. "Could you show me the change column if we were to hit the rollback? Could you run a couple scenarios for us at least?" the commissioner asked, requesting the rollback be broken out for comparison.
Wynne acknowledged the request and said staff would plug rollback scenarios into models and present them at the next workshop. Wynne reminded the board that a rollback does not eliminate all surplus because it still accounts for new construction; the board agreed to continue work from the presented flat budget (page 6) and to defer surplus allocations until Aug. 19. Wynne also announced staff would review legislative policy issues ahead of the state session and would discuss potential property-tax reform impacts on Sept. 1.
