Elko CAB recommends statewide thermal‑imaging restriction window after enforcement concerns

After hearing guide and warden concerns about enforcement and impacts on trophy hunts, the CAB amended NDOW’s proposed thermal‑imaging regulation to a statewide July 15–Dec. 4 restricted window and forwarded that amended recommendation to the Commission.
NDOW presented a proposed regulation narrowing where and when thermal‑imaging equipment could be used to take wildlife. Public commenters, guides and law enforcement raised enforcement concerns, penalty adequacy and the potential for guide‑client abuse.
Board members debated whether to limit the rule to specific management areas or apply it statewide. After discussion the CAB moved — and passed — a recommendation to amend the draft regulation to restrict thermal‑imaging take statewide from July 15 to December 4 and to pursue guide accountability and stronger penalties in enforcement language. The CAB’s amended recommendation will be forwarded to the Commission for its LCB workshop and legal review.
The CAB emphasized that the restricted window is meant to protect trophy animals during sensitive seasons while allowing daytime predator management and avoiding undue impacts on legitimate daytime hunters.
