Othello board accepts study and survey, clearing path to file D1 with OSPI

The Othello School District board voted unanimously to accept resolution 26-008, approving the district's study and survey and allowing staff to file the D1 form with the Office of Superintendent of Public Instruction (OSPI).
Dr. Meek Ford, representing the Future Ready Schools team, told the board the study and survey is the required first step in the School Construction Assistance Program (SCAP) process and that filing the D1 is necessary to qualify for state funding. "You can never qualify for SCAP money unless you complete a study and survey," Dr. Meek Ford said during the briefing.
The briefing described the study and survey as a compilation of facility-condition evaluations, capacity analyses, enrollment trends and deferred maintenance needs. Dr. Meek Ford said the district used Architects West for the study and that the document includes cost-benefit analyses prepared by partnering engineering firms. He noted the state can reimburse part of the study cost up to once every six years.
Board members asked about condition-score thresholds and bond timing. Dr. Meek Ford said there is no single statewide threshold and that scores dipping into the 60s or low 70s are considered poor; he added that the study and survey does not lock the district into any bond date and that a major change in direction would require a new study.
Speaker 3 moved to approve resolution 26-008; the motion carried on a roll call with Aye votes recorded by Aaron, Mariah, Verdi and Lindsey (4-0). The board packet lists the study and survey as the D1 step and identifies local partners including Architects West, Turner Towns and Heery.
