"He was estimating 4,000,000 less gallons than he would have expected based on last year's events," staff said when discussing measured flows compared with prior years. The team outlined possible next steps including targeted grouting of manholes, flow metering after storms to isolate problem areas, and creating a five-year I&I reduction plan.
The council asked about outreach to previous operators and cost concerns; engineering staff said they will contact former staff and vendors for information and bring estimates for the next steps.
