Council rejects land-use change for three Edgewater parcels after split vote

The council considered Ordinance 2024-OD-56, which would have amended the future land-use map from commercial to medium-density residential for three parcels along Edgewater Drive to allow a proposed duplex and to resolve nonconforming residential uses. Applicant Brad Hanson identified himself as the owner and made no further remarks; staff explained the amendment would "feather" density from commercial near U.S. 1 to low-density residential inland and said it would allow two existing homes to become conforming.
Council members debated outreach to adjacent property owners and whether those owners had been adequately consulted; one council member asked for a tabling until surrounding owners could be heard but the motion to table failed for lack of a second. Council then took a roll-call vote on first reading: Mayor DePew and Councilwoman Gillis voted no, and Councilman Thomas and Councilwoman Dalbo voted yes, leaving the measure unresolved and preventing the related rezoning item from proceeding. Councilmember noted, "I think this makes a lot of sense," in support of making the small residential enclave conforming to surrounding uses, while opponents expressed concern about not having sufficient direct contact with neighboring property owners before action.
