The commission decided to start with two focused subcommittees to keep momentum through the summer: a land-and-site-opportunities group (to evaluate candidate parcels and site feasibility) and a financing/affordability/market-demand group (to test pro formas and funding options). Rob Gilder and staff pledged to reach out to members who were absent and to prepare a packet of fee schedules and AMI trend data to support breakout work.
Members emphasized the need for clear deliverables and an auditable record for any recommendation the commission might forward to council. The commission asked the city engineer to prioritize utility/feasibility sketches for a short list of candidate parcels so the subcommittees can run theoretical layouts and cost scenarios. Staff will circulate committee assignments and materials before the next meeting.
