Staff flags MSTU surplus, DOT transfers and possible use for board pay or services
Staff reported the unincorporated MSTU showed about a $5.6M surplus before health-insurance impacts and said electric franchise-fee transfers could be adjusted to free general-fund dollars for potential board pay increases or other allocations.

Pete Winton explained that the unincorporated MSTU — which funds services only in unincorporated areas — is projected about $2.5M lower than last year in the flat budget but still shows a surplus of roughly $5,600,000 on the slide. He said MSTU funds include transfers that subsidize DOT operations for roads and that some DOT costs have declined after recent capital work.
