County engineer updates board: summer resurfacing done; speed-limit study underway with recommendations due by September

County Engineer Cathy Nicholas told supervisors summer resurfacing and striping are complete, bridge work continues and staff are driving roads to assess signage and other factors; recommendations on changing speed limits are expected by the end of September.
Cathy Nicholas, Black Hawk County engineer, reported the county finished its summer roadway resurfacing, restriping and seal-coating work and that bridge crews remain active on Winslow Road and Hess Road.
“We are complete with all roadway work this summer” and contractors “are currently up on Winslow Road,” Nicholas told the board. She said crews are driving roads to assess driveways, curves, pavement markings and signage to inform any changes to posted speed limits. Nicholas said staff hope to make recommendations about speed-limit changes to the board by the end of September.
Supervisors asked how the assessment will proceed and whether the board would be updated as the study progresses. Nicholas said staff plan to drive most roads first and then meet internally to discuss decisions before returning recommendations to the board.
