Hampton and HRT pitch system optimization plan: more 30‑minute service, microtransit pilot expanded

Deputy City Manager Brian DePropio said HRT and a consultant reviewed routes and driver needs to increase 30‑minute service and deploy on‑demand microtransit in lower‑density areas. "We just deployed our pilot program on January 12 — it's microtransit," DePropio said, describing how on‑demand vans can replace some 60‑minute fixed routes while still connecting riders to the fixed‑route network. He said microtransit is intended for areas with low current demand, and future microtransit zones could include Fox Hill and Mallory.
DePropio and HRT staff acknowledged data gaps about the farebox recoup for on‑demand services. Council asked what portion of the $2 fare would be recovered; HRT's planning chief said the pilot is currently supported by a grant and further cost/revenue modeling is underway. The presentation identified a timeline: HRT board action planned for April 2026 and implementation targeted for October 2027, giving more than a year for outreach and for residents to provide input on the changes.
