In the public comment period, Joe Kent urged the committee to simplify pilot incentives, reduce abatement rates and limit terms. "You know, as the chamber has said, we're the most affordable city in The United States," Kent said, arguing the county could lower abatement from 75% to 50% and limit terms to 10 years to reduce pilot volume while remaining competitive. He urged the committee to consider a resolution to restrict the Downtown Memphis Commission's abating authority.
