Clark County commissioners formally oppose Sloopy Solar Project

The Board of Clark County Commissioners voted Jan. 14, 2026, to place its formal opposition on the record to the proposed Sloopy Solar Project in Harmony Township, adopting Resolution 2026-0052 and requesting the Ohio Power Siting Board deny any certificate for the project. Commissioners Sasha L. Rittenhouse, Charles A. Patterson and Richard L. Lohnes voted unanimously to adopt the resolution.
The resolution states the board considered public comments and potential impacts to agricultural land preservation, rural character, township development patterns, local roads and infrastructure and the general health, safety and welfare of Clark County residents. Commissioner Rittenhouse noted the public-comment tally she compiled: “There were 410 people opposed to the project and 130 for the project.” The adopted text clarifies the board is not asserting county SB52 pre-application approval or prohibition authorities for this partially grandfathered project but reserves the right to seek party status or take additional actions consistent with law and OPSB rules. The board’s vote was recorded as Resolution 2026-0052.
