Council selects Parkplace Residential (Arcilla Ridge) as workforce housing partner for Trapper Circle

Springdale officials approved selecting Parkplace Residential, doing business as Arcilla Ridge, LLC, to develop workforce housing on Parcel S-100-C at the end of Trapper Circle. Staff and the Housing Committee recommended Parkplace based on the firm's development and property-management experience in the region.

Parkplace representative Kyle Arbizu described the concept plan as 10 one-bedroom townhome units with garage parking for nine vehicles and said the proposed occupancy as drafted would allow up to three individuals per unit (with potential modification to allow up to four). Arbizu explained valuation and transfer provisions and said the 50-year term requested in the RFP was typical in similar arrangements. "The units as proposed would be able to house up to three individuals, but a modification may be possible to increase occupancy to a maximum of four individuals," Arbizu said.

Councilmember Jack Burns said he felt uncomfortable with a 50-year land term and suggested including a probationary performance period and clearer definition of "substantial progress" in the development agreement. Mayor Barbara Bruno and other council members noted the 50-year term was part of the RFP and that the Town requested the long-term deed restriction to preserve affordability; the council then voted unanimously to approve selection and directed staff to negotiate and return a development agreement.
