Staff: engineering report shows extensive damage; recommends enforcement after order expires

City staff reviewed the inspection timeline and shared photos and an engineering report that show progressive roof deterioration, interior damage and what staff described as foundation issues. Staff told the board the condition was first discovered in May 2023, that prior remediation attempts and funding efforts had not succeeded, and that the mortgage companys vendors later concluded the property was more extensively damaged than initially believed.

The staff presenter recommended that the board "take no further action" on the existing order so it may expire and staff can begin the enforcement process. Staff explained the board had authority to have the city repair, remove or demolish the structure if the owner failed to comply, and noted the board had extended compliance deadlines multiple times. Staff also said an earlier roofing estimate of about $12,000 was issued before the engineering report; after the report, the scope of necessary repairs appeared to far exceed that figure.
