Subcommittee lists other October observances for possible proclamations

The subcommittee did not decide on a single topic; instead members agreed to list these observances on the shared spreadsheet, self-assign research and partner outreach, and return with recommendations so the full commission can review a draft by the Aug. 31 target date.
