Resident says repeated reports to sheriff produced no citations; asks board to require repeat-complaint protocol

Steve Willard (speaker 16) told the board he filed a FOIA and paid $7.82 for dispatch records showing repeated daily complaints to the Sheriff's Office about a single vehicle with modified exhaust from Sept. 2025 through March 2026. He said the CAD entries include phrases such as "happens every morning" and that "14 calls, 0 citations" appeared in the records. Willard asked the board to direct three changes to the Sheriff's Office: establish a repeat-complaint escalation protocol, require follow-up after verbal warnings, and prioritize predictable daily violations so they do not remain deferred indefinitely.
