Commission advances short-term rental draft; emergency-services fire-safety language adopted

The Page County Planning Commission reviewed a revised draft of proposed short-term tourist rental (STR) regulations on June 23 and set a public hearing for July 14, 2026.
Staff said the current draft incorporated the County Attorney's recommended edits. Commissioners debated whether proposed language should treat ownership changes (including LLC transfers) differently; no new ownership-transfer language was adopted at this meeting. Commissioners also discussed whether contiguous parcels should count toward a single application fee and whether the draft should impose an explicit cap; staff noted the fee schedule currently contains no such cap and that the matter is partly administrative.
On occupancy-related language, there was apparent consensus to specify the term "minor children" in one clause as children aged 6 or younger. Emergency Services recommended a fire-safety requirement and staff read the recommended wording into the record: "A minimum of one portable fire extinguisher with a minimum 4A rating or other approved on-site fire extinguishing equipment such as dirt, sand, water, barrel, garden hose, or water truck shall be available for immediate utilization." Commissioners accepted that language for the draft.
Commissioner William Turner moved to schedule the public hearing for July 14; Commissioner Ken Johnson seconded and the motion passed unanimously (4-0). The hearing will provide an opportunity for owners, neighbors and other stakeholders to comment on proposed STR standards before the commission considers final wording.
