Staff explained there are two tracks for cannabis operations: state licensing through the Office of Cannabis Management and local registration or licensing that some counties are offering to handle on behalf of cities. A staff member who spoke about county coordination said the county "are offering licensing registrations to the county," and described a process where applicants obtain state licensure, the city checks zoning compliance, and then the county would perform registration and compliance enforcement.
