The planning commission approved a design modification to allow a new single‑family residence to use Hackamore Drive as a secondary access point rather than the existing shared private drive. Planning staff explained the county’s land development regulations permit only alleys to serve as approved secondary access for individual lots under Article 8, and therefore staff could not recommend approval.
The applicant’s representative told commissioners the owner is in the landscaping business but “that is the furthest thing from his intent” and that the owner would be willing to “sign a deed restriction or whatever” to prevent commercial use of the driveway (Applicant (S4)). Staff reiterated concerns: “the staff can’t recommend approval on it because of the in the LDR and it’s being secondary” (Staff member (S5)). A commissioner representing the district said he had spoken with constituents and moved to approve the modification; Chair (S2) called the question and the motion carried. Commissioner Chris abstained from the vote after the approval was recorded.
