Avon enacts temporary moratorium on Western Reserve subdivision while code and state rules are reviewed

Planning/Public Service Director Duane Streator said the moratorium arose from a Western Reserve subdivision application that highlighted gaps between the City's Code and State requirements regarding septic systems. The Planning Commission approved the moratorium referral 4-0 to give staff and Council time to review applicable statutes and local ordinances.
Mayor Bryan Jensen cited prior neighborhood developments where sanitary sewer requirements later caused difficult and costly situations and said the moratorium is meant to ensure the City has appropriate standards and requirements in place before further development proceeds. "The moratorium ensures proper requirements are in place before development proceeds, preventing situations where multiple septic systems are installed that would later require expensive assessment projects for sewer connections," Jensen said.
Council scheduled the moratorium referral for more detailed review; no development approvals will proceed under the affected code provisions while the moratorium is in effect.
