Peekskill planner and Planning Commission recommend against accessory structures at current locations

Planner Liz Axelson read the staff analysis for the ZBA and described the variance considerations at 1891 Carhartt Avenue. Axelson said that while some streetscape features are similar nearby, the accessory structures on the site sit within required setbacks and may be considered substantial variances.
"The location of the 3 accessory structures is located within the 6 foot setback from the West Northwest Bridal lot line... one of the resulting setbacks is 1.16 feet, which is pretty narrow, less than 20% of the requirement," Axelson said. The chair then read the Planning Commission letter (dated Dec. 18), which stated: "Please be advised that the Planning Commission does not recommend the approval of the accessory structures at the current locations." The letter also asked whether an on‑site bar or outhouse has plumbing and whether Westchester County Department of Health approvals were obtained.
Board members and staff emphasized the need for clear architectural plans that identify structure functions and plumbing, and suggested relocating or consolidating structures into the interior of the lot as an alternative to granting variances.
