During the public-comment period, Justin Bridal of 601 South 19th Street alleged the county has not maintained meeting records for TEAS Inc. and accused the county and Commissioner Murtaugh of negligence or concealment. Bridal told the commissioners two possibilities: either TEAS member meetings occurred and the county failed to keep records, or meetings did not occur and "this body has not been doing its job at all and have been allowing teas to break state law for the last 13 years."
