Commission backs development‑agreement approach for road mitigation, asks for County Engineer role

The Planning Commission advanced draft language that would require development agreements to memorialize road mitigation, access conditions, cost reimbursement and decommissioning obligations for large renewable energy projects. Consultant Rachel Granrath said development agreements are commonly processed with conditional use permits so the county can set standards, timing and financial assurances.
Public Works Director Mark Storey urged that road mitigation and access must be approved through the County Engineer’s office and tied to a financial assurance mechanism, because state law memorializes county engineer authority over road access and haul agreements. The Commission voted to direct staff to add Mark Storey’s suggested wording referencing the County Engineer and to carry the expanded language forward with the ordinance package.
