Riverhead planners asked the board to issue a positive declaration and accept a draft scope to begin a generic environmental impact statement (GEIS) for proposed golf‑course zoning amendments. The change would establish a transfer‑of‑development‑rights receiving district that could allow small 'golf cottages' on certain courses and therefore triggers the need for environmental scoping.
Senior planner Greg Bergman said the six golf courses collectively comprise a large land area and that even if each course added a modest number of cottages the absolute square footage of new buildings would be small relative to the total land base; nonetheless, the TDR receiving district requires a GEIS. The board voted to assume lead agency status, issue the positive declaration and accept the draft scope for public comment and scoping.
