Directors described a districtwide standardization of Intervention Program Teams (IPTs), streamlined tally-based data collection, monthly leadership meetings and dedicated 'WIN' intervention periods in elementary schools to strengthen Tier 1 instruction and reduce unnecessary referrals to special education.

The changes include monthly IPT leadership meetings, standardized referral forms, uniform documentation practices and improved data collection to track intensity, duration and frequency of interventions rather than relying on anecdotal reports.
