District standardizes Intervention Program Teams and introduces WIN intervention blocks

Toole emphasized strengthening Tier 1 classroom instruction so fewer students require Tier 2/3 supports and said elementary schools now have a structured intervention period (WIN — "What I Need" time) for targeted supports. Director Shannon Brennan warned against treating Tier 1 problems as purely intervention problems: "You can't intervene your way out of a Tier 1 problem," she said, underscoring the district's focus on classroom-level instruction and small adjustments teachers can make before referring students for more intensive services.
