Committee reviewers said DynaTek demonstrated relevant system experience in Florida but lacked clearly documented permitting and long-term turnkey support tailored to the county's landfill. Eli Alvarado summarized qualifications concerns and proposed a qualifications score of 20 out of 35. "They had some Florida experience... but needed to provide the years and summary of experience operating projects like this one," Alvarado said.
Danny Gallagher reported that DynaTek’s references were generally satisfactory but were predominantly system operators rather than direct client contacts, which reduced the comparability to Hillsborough County’s needs. Reviewers also questioned the proposal’s description of equalization for rain events, responsibility for backup power, and readiness for emergency events such as hurricanes. Those concerns lowered the project-approach score to roughly 10 out of 20 in committee consensus.
Sybil Tucker recorded DynaTek's price at $5,850,175, which earned full price points and produced a total committee score of 75. Committee members noted that the lower technical scores combined with a lower price left DynaTek ranked second overall.
