Rolling Meadows staff seeks targeted Comprehensive Plan amendments for Algonquin and Golf corridors

Assistant City Manager and Community Development Director Glen Cole presented proposed amendments to selected parts of the City's 2019 Comprehensive Plan, focused on the Algonquin Road and Golf Road corridors. Cole said shifts in office markets and other economic conditions—such as potential conversion of traditional office space to data center or technology uses—warrant targeted updates to Subarea 3 and Subarea 4.

Cole listed planning priorities including reinvestment in aging shopping centers and condominiums, formal recognition of office repositioning (including the Atrium Office Center as a possible data/technology use), and guidance to support expansion of major local employers such as the A.J. Gallagher campus. For the Golf Road corridor staff emphasized improving east-west pedestrian and bicycle connections (including ties to Busse Woods), gateway treatments for corporate entries and shopping centers, and mixed-use opportunities around 1600 Corporate Center.

Cole and staff proposed a limited public outreach approach—direct-mail notification to property owners affected by a designation change and targeted stakeholder engagement in the Rt. 53–Golf–Tollway triangle. The Planning & Zoning Commission was expected to begin formal consideration in March or April 2026 with a goal to recommend Algonquin Road changes to the City Council by April to align with the TIF implementation schedule. Mayor Pro-Tem Koehler took a straw vote; the Committee recorded 6 in favor and 0 opposed for staff to proceed as proposed. That straw vote is nonbinding and does not replace required public hearings and statutory reviews.
