The board adopted Resolution R2025-2026/14 approving the district's annual and five‑year developer fee report required under Government Code sections 66006 and 66001. Staff explained the report describes fees received, how fees were spent during 2024–25 and planned uses over five years, commonly applied to certificates of participation (COPs) debt service and related professional services.
"The report has been available to the public for 15 days prior to this meeting," staff said, and fielded trustee questions about fee justification and whether the district planned to request updated, higher fee rates from the state allocation board next year. Finance staff said a fee-justification study will likely be brought forward after the state allocation board releases its January guidance and that the district has not increased developer fees since about 2017–18.
The motion to adopt the resolution passed by voice vote.
