Panel backs framework to centralize permitting for subterranean transportation projects

Leader Johnson explained the amendment and said Tennessee needs a uniform statewide compliance framework for subterranean transportation infrastructure, proposing creation of a Subterranean Transportation Infrastructure Coordination Authority governed by an 11-member board appointed by the governor and legislative leaders. He said the authority would provide consolidated permitting and inspection for fully subterranean portions of qualifying projects while retaining local permitting for surface-level construction and preserving property-owner consent for non-state land.
