Panel backs framework to centralize permitting for subterranean transportation projects

Leader Akbari pressed on whether locals would have representation and standing to appeal permits. Leader Johnson acknowledged there is no explicit requirement in the bill to reserve a local official seat but said speakers and the governor could appoint local officials; he also described an appeals path to a three-judge panel for civil review. The sponsor said the authority could revoke permits for noncompliance. The committee adopted the amendment and moved the bill to the transportation committee for further consideration.
