Staff presented a first-reading package of draft strategic-plan goals and recommended initiatives tied to the town's adopted strategic plan. The six goal areas presented were: quality of life; organizational governance and capacity; housing needs and opportunities; municipal infrastructure; environmental resilience and climate action; and land use and economic development.
Board members pressed for clearer deliverables, timetables and prioritization. Specific suggestions included integrating Outer Cape wellness data to inform public-health services, making enforcement and inspection capacity explicit under town services, advancing housing tools (including community-fund concepts), and linking Route 6 and wastewater implementation to land-use decisions. Staff said the packet would be revised with deliverables and timelines and returned at a future meeting.
