Elko County adopts CPACE program to enable commercial clean‑energy financing

The Elko County Board on April 16 approved adopting a Commercial Property Assessed Clean Energy (CPACE) enabling ordinance for the unincorporated county. County staff said the program would allow eligible commercial property owners to access long‑term private financing for energy and water efficiency improvements, with repayment made through a voluntary, parcel‑specific assessment secured to the property. The county’s adoption only enables participation; projects would still require administrator arrangements and project‑level approvals.
Supporters told the board the program has been discussed with local providers and that a local business (Elko Heat) and regional economic development groups had asked the county to adopt the program. Commissioners approved the enabling resolution by motion and voice vote, with staff noting that if projects involve incorporated cities those cities also must adopt CPACE to permit activity inside their limits.
