Roberts said the change is intended to ‘‘give juniors an opportunity to draw a tag in that first shot’’ while still allowing second‑draw or first‑come access for remaining tags. After members asked whether juniors could draw both an antlered mule deer and a horns‑shorter‑than‑ears antelope tag in the same year, Roberts confirmed juniors cannot draw both in the same year and clarified historical context. The board voted to support the policy as presented.
The motion was moved and seconded by CAB members and carried with the Chair voting in the affirmative. Members stressed follow‑up work on clearer equipment and allocation definitions as the department implements the policy.
