Council backs voluntary AARP age-friendly proclamation, seeks needs assessment

City Manager Quinn Bennion introduced Cheryl Meier of Uintah Special Service District 1, who asked Vernal City to join other local entities in a voluntary AARP Age-Friendly proclamation intended to recognize ongoing city work on accessibility and aging-related needs. "Participation carries no financial obligation and the proclamation is voluntary," Meier told the council, adding the proclamation could strengthen applications for small AARP grants, potentially up to approximately $15,000.
Council members discussed the kinds of activities a grant could fund; Meier noted one potential use would be no-cost personal training services for older adults at the Recreation Center and staff estimated $15,000 could fund about 600 hours of one-on-one training. Council found the concept aligned with current city practices such as sidewalk repairs, ADA ramps and downtown improvements and approved Resolution 2026-02.
Council requested that any further steps include a community needs assessment addressing housing, transportation, outdoor spaces, civic participation, communication, social inclusion and health services before grant applications or program commitments.
