Pullman approves grant applications for senior-van purchase and multiple transit operating and electric-bus requests

Valerie Weaver described the senior-van request: the vehicle is estimated at $115,000 and the WSDOT capital program requires a 10% local match; staff presented a grant request totaling $103,500 with $11,500 local match and council approved Resolution R41-26 to apply and execute an agreement if awarded.
Wayne Thompson then discussed operating grants for paratransit (Dial-A-Ride) and fixed-route services that would fund multi-year operating costs, and a capital grant to purchase two 35-foot battery-electric buses. Thompson said the buses would be the system’s ninth and tenth electric buses out of a 24-bus fleet and that current capital grant rules reduce the local match to roughly 10%, lowering the city's immediate cash requirement compared with previous programs. Council members raised questions about timing and budget impacts but approved resolutions R42-26, R43-26 and R46-26 authorizing submission of the grant applications and execution of agreements if the city receives awards.
