Pullman seeks state transit grants to fund transit facility design and NEPA; staff cites $3.0M estimate

City staff asked the council to approve applications for state transit grants to move a proposed Pullman transit facility toward construction readiness.
Valerie Weaver said the design and National Environmental Policy Act (NEPA) phase of the Pullman transit facility project is currently estimated at $3,000,850 and would produce construction-ready plans that position the city to compete for federal construction funding. For the State Bus and Bus Facilities grant program staff said a small local match is required; staff presented the application and requested council approval of Resolution R39-26 to apply and to execute a grant agreement if awarded.
Weaver also explained the project is eligible for a WSDOT consolidated program with a different funding mix; for that program staff proposed requesting the program maximum of $2,500,000, which would increase the city's local-match share compared with the other program. Council approved both resolutions to submit applications and execute agreements if the city is awarded funding.
