Tree board approves master plan after removing landmark-tree program

The Charles Town Tree Board voted Nov. 7 to approve its draft master tree plan after removing a proposed landmark-tree program that members said the board cannot currently protect by ordinance.
"Do I have a motion to approve the master tree board plan, taking out the, landmark tree program, so we can get a final version out to the city for approval in January," the chair asked before the vote. Katie moved to approve the draft and a second was recorded; the chair said she will finalize the plan and give it to Carolyn for review so it can be placed in the city's January packet.
Board members said the landmark program is difficult to manage given the current absence of a local ordinance to protect designated trees. The chair noted the board would circulate multiple ordinance models (drawn from other cities) at a future meeting to inform a potential local policy that would require replacement when trees are removed.
The motion carried by voice vote. The board did not adopt a distinct implementation timeline in this meeting beyond the chair’s pledge to finalize the plan and submit it to city staff for the January packet.
