Committee appoints Jeff Rackham chair and Keith Romer vice chair

Committee member (speaker 1) proposed new leadership for the meeting, saying he would serve as vice chair and recommending another member for chair. "I propose you be the chair, and I'll be your vice chair," the member said, and the committee moved to formalize the appointments.
