City manager frames 'Garland on the Rise' as response to structural revenue challenge

City Manager Mike Betts presented the Garland on the Rise strategic plan, framing it as a proactive response to a structural fiscal problem he said is driven by a combination of rising costs and revenue limits under Senate Bill 2. Betts outlined a sequencing strategy to grow commercial tax base and preserve essential services while expanding targeted investments in priority areas.

Betts described the financial pressures in blunt terms: "They go up in price about 7% every year," he said, referring to annual cost growth for fuel, equipment, technology and construction materials, and contrasted that with the property-tax revenue cap. He argued the plan's approach is to "grow the value of what we already have" and to concentrate reinvestment where it will generate the largest returns to the city's general fund.

Council members pressed Betts on measures of success and the role of green space. Betts said the plan includes annual reviews and public dashboards to measure outcomes and added a new objective to treat open space as a strategic asset. He asked council to raise any refinements before the scheduled adoption vote at tomorrow's meeting.
