Lennar presents lower-density Waterstone concept with infrastructure commitments

Lennar representatives presented a concept plan for the Waterstone subdivision and described a product mix of townhomes (109), small-lot single-family homes (131; 50x120 lots) and conventional single-family homes (83; 66x125 lots). Staff said the proposed plan represents a lower density than a previous PUD that had approved roughly 564 units for the parcel.
Lennar said it would construct off-site infrastructure including Sile Road frontage, water-transmission connections and detention basins sized to also handle stormwater for the school district's parcel. The developer said those off-site improvements could total more than $500,000 and proposed a fee reduction at the building-permit level to recover some of that upfront investment.
"What we're proposing is that we would pay for all that upfront if we can get that back in some sort of a fee reduction at the building permit level," Lennar's representative said, describing coordination with the school board and the need to finalize Army Corps permits for an adjacent town-center project.
Board and planning staff discussed architecture, anti‑monotony provisions within the PUD to avoid repetitive elevations, park sizing and traffic/weight-limit strategies to direct truck traffic to Mound Road and Ridge Road. Staff said Lennar expects to return with formal PUD and engineering submittals in 30–60 days and that the town-center filing may precede the Waterstone filing by roughly a month.
No formal approvals were requested at this conceptual stage; the planning commission will review ORI zoning text amendments and the board indicated interest in more detailed materials at the next hearing.
