A staff presentation summarized the planning commission's June recommendation and noted that the new code language largely mirrors the state statute. "This is based on legislation that was adopted in 2026," a staff member told the council and noted the city attorney advised the council that the code language must closely follow statute text, limiting the council's ability to modify the draft. After public hearing with no public speakers, councilors moved and approved both the first and second readings; the ordinance will become effective in the standard 30 days unless otherwise noted.
Council discussion focused on the breadth of the legislative text and clarifying which portions are new law vs. existing statute text; staff advised that much of the 17-page enrolled bill is existing statute context and only some pages add new text. The code change was presented as a mandatory state compliance action rather than a discretionary local policy change.
